OBRA Membership Meeting 2024

Rule Change Proposals:

Current Rule:

The OBRA maintains a website which contains current information about approved races along with current class nominations, standings of the Open class, 3500 Novice class, 1000 Novice class, 4D class and Rookie class.

EXECUTIVE BOARD

2. The Vice-President shall be back-up points keeper for the Open, 3500 Novice, 1000 Novice, 4D classes and Rookie. In the absence of the President, the Vice-President will preside at meetings, compile the yearly progress report and perform duties assigned to her.

3. The Secretary-Treasurer shall record and keep meeting minutes, keep complete roster of membership and keep records of business transactions. She will have custody of OBRA funds accounting to the Association at the meetings. It shall be her responsibility to prepare and have a monthly financial statement and send to the Executive Board for review.  It will be available to all members in good standing by request. sent to webmaster to post on the website.  She will send the nomination forms onto the Novice Chairman and Vice President within two weeks of receipt.

4. The Novice Chairman will be the primary points keeper for the Open, 3500 Novice, 1000 Novice, 4D classes and Rookie. She will also send the webmaster a list of the Open, 3500 Novice, 1000 Novice, 4D and Rookie nominations to be published for further verification by the members.

a. The Novice Chairman is to also maintain an accurate record of lifetime earnings on nominated Novice horses including money won in non-OBRA races. Non-OBRA winnings are to be reported to the Novice Chairman within 10 days of the race. The Novice Chairman is also to notify a member through the website when the nominated horse moves out of their nominated class.

b. Open, 3500 Novice, 1000 Novice, 4D and Rookie nominations are to be submitted by the Vice-President for publication on the website for further verification by members. It is the nominee’s responsibility to make sure all information is correct. Changes must be made within 30 days. Nominated horses that move out of their nominated class throughout the season are also to be submitted for publication on the website.

BARREL RACE APPROVALS & ENTRY FEE SCALE

2. Approved OBRA races during the week including Open, novice and 4D/5D classes with the approval at the discretion of the president. Races will have no limit on how early the race starts, however if a race starts prior to 5pm, there needs to be an option (example, time slots offered later or a later draw option without late fee assessed) for people to enter at 5pm or later. An attempt will be made by the president to equalize the number of weeknight races per side. Friday night races are not considered as a weeknight race. Double Header Races shall have a minimum of 15 minutes between races or less if agreed upon by all contestants. The 15 minutes to begin after the end of the last scheduled class as opposed to the last time only run. *The exception being enough time to work the ground if warranted. There shall be a maximum of one hour between; if there is a specific advertised time on the website then the race may not start before that time.

5. PRIME OBRA RACES

a. Are to include an Open Class, $3500 Novice Class, $1000 Novice Class and 4-D or 5-D class with no more than 5 OBRA classes total and must have at least two contestants to constitute a race and qualify for points to count in that class. There will be no Novice Classes offered higher than the $3500 at OBRA races. In the event of added money, entry fees may be increased.

b. The Open entry fees are a minimum of $23.00, NOT INCLUDING OFFICE CHARGES, with $20.00 going to the jackpot.

l. Prime OBRA races: if the race is a double header and the course does NOT change; the contestant has the option of rolling their time from the first race to the second race. Riders can run in the Open or Novice classes and roll to the 4D/5D as well as roll to the afternoon Open or Novice class and 4D/5D. Rolled times are excluded from average awards or average money.

6. CO-SANCTIONED RACES:

a. Producers can elect to co-sanction all OBRA classes, including 200/500 Novice, 1000 Novice, 3500 Novice, OBRA Open, 4D/5D.

b. Any monies won at a co-sanction race will count towards OBRA monies won in OBRA Open, 3500 or 1000 class nominations, just points and OBRA monies won in 4D nominations. Monies won will count toward novice horse lifetime earnings.

7. FUNDRAISER RACE. Fundraiser Race approvals must follow Prime criteria with the exception of:

k. Riders can run in the Open or Novice classes and roll to the 4D/5D as well as roll to the afternoon Open or Novice class and 4D/5D.  Rolled times are excluded from average awards or average money.

OPEN CLASS

1. You must be an OBRA member to nominate a horse in the Open class. Open races are open to any person. Only OBRA members in good standing who are Oregon or Washington residents will be eligible for Open Awards at finals. Only points won in OBRA races that are open to all persons nominated in the Open shall count for points.  Must have entered and competed in 8 races to compete at finals.

2. Horses must be nominated before the OBRA race by turning in the nomination form to the race secretary or by sending via mail or electronically to OBRA Secretary-Treasurer, prior to the start of the OBRA race.  All forms submitted to the race secretary will be sent into Secretary-Treasurer with all appropriate fees.

3. A $25.00 nomination fee shall accompany the nomination form.

4. The Novice Chairman will submit the nomination information for publication on the website. It is the nominee’s responsibility, not the Novice Chairman, to make sure ALL the information is correct. Changes are to be made within 30 days.

5. Open points will be accumulated on the nominated horse.  Should the nominated horse besold to a current OBRA member or someone who becomes a member after the purchase date, the points and nomination will be transferred to the new owner’s name.

6. Open horses are eligible for OBRA approved races.

7. If a contestant runs in a class lower than their nominated lifetime earnings, the points for that race will be forfeited, any winnings returned and entry fees will be forfeited. The payoff will be adjusted accordingly.

8. If a contestant nominates a horse in a class lower than the horse’s lifetime earnings, the points earned will be forfeited, any winnings returned and entry fees will be forfeited. A $25.00 fine must be paid with a new nomination to the higher novice class according to the actual lifetime earnings. The fine will go toward year-end awards.

Rookie Of The Year

3. To accumulate points for the rookie nomination you must be nominated in the Open, $3500 Novice, $1000 Novice, or 4D OBRA classes. If nominated in more than one class and you have entered and placed in both nominated classes, the highest placing points will be applied to your rookie nomination.

ENTERING AND PAYMENT OF ENTRY FEES

6. Novice horses may enter in a class higher than lifetime earnings, but must enter according to lifetime earnings when entering a novice class to acquire OBRA points. If there are not enough contestants to constitute a class the contestant must move up to the next OBRA prime class (Open, $3500 Novice,$1000 Novice class) or a lower class must move up to make an OBRA prime class.  The entry fee will remain that of the larger class that was affected.  A racer may enter an individual horse only once per class.  (ex: One contestant in the $500 novice class must move up to the $1000 Novice class. One contestant in the $1000 Novice class with a lower novice class offered, lower novice class must move up to the $1000 Novice class. One contestant in the $1000 novice class and no lower novice classes offered, then contestant must move to $3500 novice. If one contestant in the $3500 novice, then they must move to the Open. If one contestant in the Open, then the $3500 moves to the Open).

8. If a contestant entering a race does not know the money won on their horse, then they must run in the Open, (if applicable on rider) or 4D or 5D until legitimate proof can be made.

9. Riders can elect to have their time rolled from any other class. But rider must declare at time of entering if they are having their time rolled or are going to run twice. No changes after the race starts.

a. If rolling time and a barrel is knocked down a NO TIME is rolled to the 4D. NO EXCEPTIONS!

b. You can only run both the Open, Novice and the 4D/5D at a race if you pay two complete entry fees at time of entering and declare that you are making two complete runs. When rider declares at time of entering (and pays two complete entry fees) that they are running in both and not rolling their time and after the first run, rider opts to pull out of the 4D run, then their time is NOT ROLLED to the 4D/5D and rider forfeits entry fees in the 4D/5D. (Same as drawing out of any race after the race starts).

PAYOFF/POINTS

2. In case of ties, all points will be added and split to go towards the OBRA year-end standings. In case of an individual prize, a run off or flip of the coin shall be held. In the case of tie situations, the monies are to be added and split as well. Any year-end ties for the Open, 3500 and 1000 class will be broken by the horse that won the most OBRA money.  Any year-end ties for the 4D/5D will be broken by the rider that won the most OBRA money.

3. Points in the Open, Novice and 4D or 5D classes will be awarded as follows: 20 points for a first place graduating down by 2 points per placing down to 2 points, regardless of the number of checks written. Points counting towards year-end standings must be acquiredin OBRA approved classes byeach nominated horse and must be ridden by an OBRA member in good standing in order to receive year end points. If a nominated Open or novicehorse is sold, points will stay with nominated horse and new owner must become a member if they elect to compete for points.

6. If you are nominated in the $3500 class and you move to the open based on your horse’s lifetime earning points acquired in the Open class will be applied to your 3500 Novice nomination. You can elect at that time to nominate in the Open and your points will be applied to your Open and $3500 nominations. If you are nominated in the $1000 Novice class and you move to the $3500 Novice class based on your horse’s lifetime earnings points acquired in the $3500 class will be applied to your $1000 Novice nomination. For example, if a $500 class is offered and the rider is nominated in the $1000, her points earned in the $500 will count toward her $1000 nomination. Horse must still compete in the correct class according to their lifetime earnings to acquire points., except in the case of moving out of $1000 or $3500 novice class, where horse will continue to compete in nominated class.

9. A novice horse earning points in an open class will acquire points for the novice class the horse is nominated in as well as receive points on the horse, if nominated, for the open standings. Under no circumstances are double points to be counted for any one class.

12.If a horse is nominated in a novice class and an open class, if member wishes, she may run in both classes at finals. But the Open run will only be added to the Open points and the novice run added to the novice points.

Reasoning:

Basically nix the OBRA Open class. It is always the smallest class, its confusing to those entering races who don’t understand that our “OBRA Open Class” is different from every other “open” class at other races.

Motion to change name of Open class to Unlimited rather than take away the open class.

Reasoning:

It is getting increasingly harder to find arenas at the end of the season that can accommodate us.  There are also multiple finals, big money races and high school rodeos scheduled in Sept/beginning of Oct that affects our numbers at finals. If we hold finals earlier in July/Aug it shortens our season and the amount of money for finals/awards.

3. The Ways and Means Chairman shall be in charge of facilitating OBRA sponsorships and fundraising projects fundraisers throughout the year, as well as assist with recruiting new members. They will work with the Webmaster and Finals Committee chair for ensuring the advertising for sponsors is completed. Fundraising projects are to have the advance approval of the Board. Monies generated from these projects to go to the OBRA general account to be used for operation of OBRA and for year-end awards.

Proposal: 

The The Ways and Means position shall consist of 2 people with one residing in the Eastside of the state and one in the Westside, and shall be in charge of facilitating OBRA sponsorships and fundraising projects fundraisers throughout the year, as well as assist with recruiting new members. They will work with the Webmaster and Finals Committee chair for ensuring the advertising for sponsors is completed. Fundraising projects are to have the advance approval of the Board. Reasoning:

It is getting harder to secure sponsorships and I do not believe it should fall on 1 person. Having people in both areas able to meet with sponsors in person will only better our chance of getting sponsorships and keeping them.

Add: Every OBRA member is responsible for securing at least a $100 monetary sponsorship for the club.  Sponsorship money goes towards year end awards. You can get a local business to sponsor the club (Preferred) or you can pay the sponsorship yourself.

Reasoning:

We all want to run for top notch prizes and it’s getting increasingly harder to secure sponsorship to pay for Finals.

2. Rule changes can be made only at the annual fall meeting with any rule change proposals being submitted on the website 10 days before the fall meeting. Any proposals submitted after shall require the general membership vote at the Fall Meeting as well as a Board vote. Said proposals to be in By-Law format. Changes to be submitted to the President.

Proposal:

The annual fall meeting is held at finals is where new rules may be submitted, standing rules may be submitted to be rescinded or amended, nominations made for Board positions coming vacant, etc.   All rules and board position nominees are made final when approved and voted on by the OBRA members.   If the need arises to adopt a new rule before the end of season, the rule may be adopted individually by calling a special meeting of the Board of Directors/Executive Board, allowing fifteen (15) day notice to the Board of Directors/Executive Board and members.  Members must be notified immediately of any new rules, rescinded rules, or amended rule changes by one or more of the following methods; electronic mail, posted to OBRA website or by social media.

Reasoning:

There had been times when a rule change mid-season would have greatly benefitted the organization.

Motion to Amend Proposal: (Passes)

Annual membership dues are hereby affixed at $50.00 per fiscal year and are due at time of nomination in order for points to be counted.   The Non-Contesting Membership fee hereby affixed at $25.00. Fiscal year is October 1st through September 30th.  Non-Contesting Membership fee shall become due and payable on the 1st day of October. Any member not paid by January 1st shall be dropped from the Board of Directors and Office.  When signing up for membership a copy of your horse’s papers must be provided within 30 days or in the event a horse is grade, a minimum of four photographs  of the horse and all distinguishing marks will be provided with membership applications.

Proposal:

Annual membership dues are hereby affixed at $60 per fiscal year and are due at time of nomination in order for points to be counted. The non contesting fee hereby affixed at $30 fiscal year is October 1 through September 30. Non contesting membership fee shall become due and payable on the 1st day of October. Any member not paid by January 1st shall be dropped from the Board of Directors and office. When signing up for membership a copy of your horses papers must be provided within 30 days or in the event a horse is grade a minimum of four photographs of the horse and all distinguishing marks will be provided with membership applications.

4. The best points from the best 20 races throughout the year will go to the finals. All points won at the finals race shall count toward 4D year-end standings.  Any year-end ties will be broken by the rider that won the most OBRA money in the best 20 races counted for year-end points.

5. Riders entering more than one horse in an OBRA approved 4D/5D race will get points on the horse, (horse number 1)  that has the most points. If a contestant has paid a nomination on a second horse, (horse number 2)  the horse with the lower points will go to the second nomination. It does not matter which horse the contestant rides. The points are awarded on the rider, not the horse. Average placings will be on horse/rider combo. Unless higher points cannot be applied to your 1st nomination, then they go to your second nomination. Example: If you have two nominations and your first nomination has met their 20 race limit and cannot replace points then those points will be applied to your second nomination. Horse #1 needs 1st to replace points. Contestant runs two horses and places 3rd and 4th. Then the 3rd place would be applied to horse #2 since the 3rd place cannot be applied to horse #1.  In the case of a member having more than one 4D nomination, but only runs one horse at any race, any points obtained at that race can only be applied to horse #1 nomination.

f. If 20 races have been met the extra points will replace points if they are higher.

i. At no time may a member exceed 400 points before finals.  Ex: You currently have a 4th and a 5th place and you place 1st place at a fundraiser race you will receive two 1st place points for a total of 40 points. The two 1st place points will replace the 4th and 5th place points if 20 races have been met. The full 40 points will be counted if 20 races have not been met.

Vote in 2024-2025 Officers

President: The President shall preside at all meetings of OBRA and will work with the Officers of OBRA to perform duties necessary for the proper administration of OBRA, including: approval of races submitted, sending an updated race packet, rule book and necessary forms to each producer as needed race approval packet to each race secretary producer upon approval of an OBRA race, backing up the webmaster, maintaining appropriate insurance coverage and monitoring financial documents. The President will work directly with the Secretary-Treasurer to file appropriate reports with the Internal Revenue Service, Oregon Department of Revenue and the Oregon Secretary of State. They will work with the Secretary-Treasurer to insure the status and continuation of the nonprofit status of the organization.

Vice President: The Vice-President shall be back-up points keeper for the Open, 3500 Novice, 1000 Novice, 4D classes and Rookie. In the absence of the President, the Vice-President will preside at meetings, compile the yearly progress report and perform duties assigned to her.

Secretary/Treasurer: The Secretary-Treasurer shall record and keep meeting minutes, keep complete roster of membership and keep records of business transactions. She will have custody of OBRA funds accounting to the Association at the meetings. It shall be her responsibility to prepare and have a monthly financial statement and send to the Executive Board for review. It will be available to all members in good standing by request. sent to webmaster to post on the website. She will send the nomination forms onto the Novice Chairman and Vice President within two weeks, of receipt.

Novice Chair/Points: The Novice Chairman will be the primary points keeper for the Open, 3500 Novice, 1000 Novice, 4D classes and Rookie. She will also send the webmaster a list of the Open, 3500 Novice, 1000 Novice, 4D and Rookie nominations to be published for further verification by the members.

Nominations:  Malisa Anderson – Elected

Ways and Means/Social Media: The The Ways and Means position shall consist of 2 people with one residing in the Eastside of the state and one in the Westside, and shall be in charge of facilitating OBRA sponsorships and fundraising projects fundraisers throughout the year, as well as assist with recruiting new members. They will work with the Webmaster and Finals Committee chair for ensuring the advertising for sponsors is completed. Fundraising projects are to have the advance approval of the Board. Monies generated from these projects to go to the OBRA general account to be used for operation of OBRA and for year-end awards.

Nominations: East Side Joy Mathews, West Side Autumn Mitchell

Awards Committee: The Awards Committee will be responsible for obtaining year-end and final’s weekend awards. Written communication with Executive Board and Finals Chairman to include budgets and awards lists to be submitted 90 days, 60 days and 30 days prior to finals. (The purpose of this is to keep communication between committees and the executive board in order to decrease last minute issues with prizes)
